Tinawag ni Department of Justice spokesperson Mico Clavano na /”chance encounter/” lang at hindi sinadya ang pagkikita nina dating senador Manny Pacquiao at dating congressman Arnolfo Teves Jr. sa Timor-Leste, base sa pahayag mismo ng kampo ni Pacquiao.
